8:30 p.m. Council discusses levy options
STEUBENVILLE -- City Council spent 45 minutes discussing the financial future of the city and exploring possible levy options to send to the voters. The council agreed to meet again in two weeks to continue talking about how to create a stable safety force while facing declining revenues. Last week city administration officials raised the idea of a five mill replacement levy that would see real estate taxes increased in order to stabilize the current safety workforce. Finance Director Mike Marshall said the was informed by the Jefferson County Auditor that the city may see a $200,000 decrease in its share of estate taxes from the state. "We are in a better position today than we were four months ago but we are still looking at starting 2010 with an anticipated $200,000 deficit. We are also a community that has a large number of retirees who don't pay income tax on their pensions.
