Arrested: Matthew A. Henry, 28, and Stephanie A. Johnson, 28, both of Wheeling, were arrested around 7:35 p.m. Tuesday after a police officer said he caught the two shooting up heroin in the Kroger parking lot. Henry was charged with possession of heroin and possession of a drug abuse instrument, and Johnson was charged with possession of heroin.
