STEUBENVILLE - The Jefferson County Community Action Council will start the summer cooling program Monday.

The program provides assistance with electric bills and free air conditioners and fans to eligible residents at or below 175 percent of the federal poverty guidelines.

According to CAC Operations Manager Eliza Kelley, individuals with documentation of a chronic medical condition signed by a licensed physician or registered practitioner no more than 30 days prior to the application date may qualify to receive assistance paying an electric bill or a free air conditioner or fan.

"Seniors age 60 or older may also qualify for the benefits," added Kelley.

Kelley said the maximum benefit for the summer cooling program is $175.

"Applicants must present proof of income for all members of the household 18 years or older for the past 90 days. That will include pay stubs, Social Security disability or Social Security checks, award letters or a bank statement, alimony, child support, pensions and utility allowances. Applicants must also have Social Security cards for all household members, birth certificates and utility bills," explained Kelley.

"Any person claiming zero income must provide written proof, which may include a statement from any individual who is providing financial assistance to the applicant and a statement from the Department of Jobs and Family Services. Applications will not be processed without the necessary documentation," said Kelley.

"Interested persons should call the CAC at (740) 282-0971 for an appointment and more details about the summer cooling program. We will make appointments for the applications in the order we receive them," said Kelley.

The maximum family income for four persons is $41,212.50.
