EAST LIVERPOOL - A warrant for the arrest of a Steubenville man was filed Tuesday by city police in connection to a shooting incident Monday night at the Woodland Hills housing complex.

Cedric Johnson, 20, of Maxwell Avenue is charged with improper discharge of a firearm at habitation or school, which police said is a second-degree felony. Johnson reportedly fled the area Monday night in a vehicle thought to belong to his mother, possibly headed to Pennsylvania.

He has not yet been located.

Police had reported Monday night that a man, now thought to be Johnson, drove into the parking lot of the housing complex, walked past some bystanders and fired shots at Tyler Austin, 22, Saint George Street, who was not struck.

On Tuesday, officers reported finding five bullet holes in one apartment, with a bullet found lodged in a wall inside the home, right next to a baby carriage.

No one was in this apartment at the time of the shooting.

However, two adults and a small child were in the next door apartment, where officers said a bullet was recovered Tuesday from the door.

The incident reportedly stemmed from a domestic issue, with Johnson now the boyfriend of Austin's ex-girlfriend, with whom he has a baby.

Officers indicated the woman was with Johnson at the time of the alleged shooting.

Austin called police about the shooting while en route to Saint George Street in the East End of the city.

This was not Austin's first encounter with gunfire, having been the victim of an as-yet unresolved shooting last July.

At that time, Austin suffered a gunshot to the torso and was flown to a Pittsburgh hospital.

The following September, his father reported shots fired into the Saint George Street home, with numerous bullets recovered from the west end of the house.

About nine days later, Austin's brother found his vehicle set ablaze with an apparent attempt to also set fire to the house.

The elder Austin was himself shot in the buttocks at a local bar in 2010.
